This is very true

"He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God. 

And this is the condemnation, that light is come into the world, and men loved darkness rather than light, because their deeds were evil.

For every one that doeth evil hateth the light, neither cometh to the light, lest his deeds should be reproved." John 3:18-20 

People will be in Hell because they loved doing evil and did not want to repent of their evil and trust Christ. They loved wicked things instead of righteous things of the Lord. So it will be lost people's choice to reject Christ that put them in Hell, not the Lord. The Lord does not want anyone to perish. The Bible is so clear on that.

"The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance." 2 Peter 3:9

"Say unto them, As I live, saith the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?" Ezekiel 33:11 

People are choosing to reject Jesus Christ and that's why they end up in the flames of Hell. Because they didn't want to accept Christ. If you are not born-again and saved, repent of your evil and wicked ways and put your faith in Jesus Christ who came to die for your sins and shed His blood to wash away your sins. He then rose from the dead and He is alive!!! Repent and turn to Jesus. God bless you! :)
